Posting a Package or Request for Package (perl WWW:CURL)

I am working on building Nix package manager on Alpine but it requires perl's www:curl module. Were should I send the ABUILD port of this package or should it be better to put it as a issue on the issue tracker?
If you have a working ABUILD you can send it to the alpine-devel mailing list.
I am also using Nix packager manager through binary distribution, but a native build would be better.
So If you have some problem you can post here and I will try to help.
I was finally able to get it to build yesterday. I had to manually install a few things and patch one line of source code. I have a proto ABUILD at the moment. I'll post what I have here in a couple of hours. So when it's worked out we'll send the new abuild ports.
It would be nice for the issue tracker to have a section for port requests. It would especially nice if members could up-vote, down-vote, and add commentary to see what people are wanting or needing. What are other distributions doing to monitor this?
