ISO missing curl/boost/openssl dev packages

Hi All-
My project is currently at a standstill due to the recent openssl update (1.0.2f-r0). We are trying to create a local repo that matches August 2015 and lock down all of our alpine packages to a specific version. Unfortunately the ISO (http://dl-1.alpinelinux.org/alpine/v3.2/releases/x86_64/alpine-3.2.3-x86_64.iso) does not contain any of the curl-dev, boost-dev, and openssl-dev packages we need to build our software.

Does anyone know where I can find the following packages??
curl-dev=7.42.1-r0
openssl-dev=1.0.2d-r0
boost-dev=1.58.0-r0
