Console Poweroff Monitor

I have a laptop I'm using for a headless/console-only test system, and I'm trying to figure out how to get the monitor to turn off after five minutes. Right now, it works after issuing "setterm -blank 5 -powersave powerdown -powerdown -5".

Where can I set this to make it permanent, and is there a better way to do that without installing the util-linux package?
