I had an issue like this one on a PC, the partition table was corrupted, or at least was not corresponding to requisites for Alpine.
If you're confortable with fdisk, you could use it. Otherwise, personally, I booted an iso of GParted on a USB key created with Rufus, and re-arranged my partitions. If you have a multi-boot, take care not removing the others OSs.
