Hi, Alpine noob here :)

I see there are ISO files for x64, x86.

I was wondering why there was only tar.gz files for Raspberry Pi.
It make the install way too complicated.

Is this intented for customization or is this techninal limitations ?
Or something else ?

it might not the right answer but an ISO is intend to be a CD-rom image
I never saw a CDdrive on a raspi.

Also, usually, an ISO contain a Live-CD Linux, which is not writable so it intend to mount temporary resource in RAM via loop (https://en.wikipedia.org/wiki/Loop_device)

Now for the tar.gz format; it is more a backup which you extract on you SDCard.
